1. To mandatorily create full fledged Forensic Medicine Department with adequate number of post of Forensic Medical Expert / Medicolegal Expert with a qualification as M.D. Forensic Medicine at each District Hospitals (and some rural hospitals where workload of Forensic Medical Postmortem (FMPM) work is more) and further be pleased to direct to take steps as per the Government of India’s Directorate General of Health Services notification dated 20.12.2013 to improve the poor conditions prevailing in mortuaries and poor quality of medicolegal work. 2. That no medicolegal autopsy/Forensic Medical Postmortem should be allowed to be done (except for reasons to be recorded in writing) by a medical officer/doctor who has no degree, diploma, certificate or training course in Forensic Medicine. 3. To develop and implement 6 months in service practical training course in Forensic medicine for medical officers who are supposed to perform forensic medical Postmortem work. Such training course should be at functional Forensic Autopsy Unit of Department of Forensic Medicine at nearby medical college. 4. To develop guidelines for facilities, minimum standards including infrastructure, space and manpower (medical, paramedical and nonmedical) for establishing “Forensic Postmortem Unit” and to upgrade the existing units as per the said guidelines. 5. To make periodic inspection and accreditation of Forensic Postmortem Units mandatory, 6. To develop practical based SOPs (Standard Operating Procedures) and protocols for handling various cases in Forensic Autopsy Unit. Also direct to include the said SOPs in the curriculum of undergraduate medical education for effective implementation. 7. To develop adequate legislation for Forensic medical Postmortem services.
